Council Regulations for Soakwells and Stormwater
Regardless of local council regulations all stormwater drainage must conform to the Australian Standards set out in AS 3500.1/.3.

We recently contacted every council in the Perth metro area (Aug 2012) and the majority of them adhere to the 1 in 20 year rain event as the basis for the calculations. Two exceptions are the City of Gosnells and the Town of Cambridge who both specify volume requirements that meet the predicted rainfall for the 1 in 100 year event.
Councils that are not listed conform to, at a minimum, the building standards code of Australia and a minimum of the 1 in 20 year rain event for volume calculations.
